(A) It is the express intent of the city to protect the nature of the community for all of its citizens. In order to fulfill that interest, the City Council has determined that it is appropriate to restrict the residency of certain predatory offenders by creating areas around locations where children regularly congregate in concentrated numbers. Certain predatory offenders are prohibited from establishing temporary or permanent residence in the areas.
(B) It also the intent of the city to mitigate the concentration of certain predatory offenders in any particular area, prohibiting certain predatory offenders from establishing temporary or permanent residence within close proximity of one another.
