§ 154.188 PARKING LOTS IN RESIDENTIAL DISTRICTS.
   If it is in the best interest of the community, the Planning Commission may permit the use of land in a residence district for a parking lot; provided, the land abuts or is across the street from a district other than a residence district and:
   (A)   The lot is used only for the parking of passenger vehicles of employees, customers or guests of the person or firm controlling and operating the lot;
   (B)   There shall be no charge for parking on the lot;
   (C)   The lot shall not be used for sales, repair work or servicing of any kind;
   (D)   Entries and exits to or from the lot shall be located in a way as to do no harm to the residential district;
   (E)   There shall be no advertising signs or materials located on the lot; and
   (F)   All parking shall be kept behind the building setback line by a barrier unless otherwise specifically authorized by the Planning Commission.
