§ 32.02 CHIEF OF POLICE.
   (A)   The Chief of Police shall have supervision and control of the Assistant Police Chief, the Police Department and its members. The Chief shall be responsible to the Council for law enforcement and for property of the city used by the Department. The Chief shall be responsible for the proper training and discipline of the members of the Department and may suspend any member for refusal or neglect to obey orders pending final action by the Council on the discharge or retention. The Chief shall be responsible for the keeping of adequate records and shall report to the Council on the needs of the Department and its work.
   (B)   Every member of the Department subordinate to the Chief shall obey the instructions of the Chief and any superior officer.
