This chapter is enacted to promote the health, safety and general welfare of the inhabitants of the city, by lessening congestion in the streets, secure safety from fire, panic and other dangers. It is further enacted to provide adequate light and air; prevent the overcrowding of land; avoid undue concentration of population; facilitate the adequate provision of transportation, water, sewerage, schools, parks and other public requirements, conserve the value of properties; and encourage the most appropriate use of land.
