(A) The city shall require all major subdivisions to dedicate a percentage of the gross area of all property subdivided to be dedicated for parks, playgrounds or other public use. The percentage shall be in addition to the property dedicated for streets, alleys, waterways, pedestrian ways or other public ways. Where the subdivider has already made a dedication to another governmental unit having regulatory authority over the proposed subdivision, this requirement shall not apply to the extent that the prior deduction has been made.

(B) No areas may be dedicated as parks, playgrounds or public lands until the areas have been approved for the purpose to which they are to be dedicated. The subdivider shall leave the dedicated land in a condition suitable to the City Council.
