The subdivider/developer shall be required to pay for all or a portion of the above-required improvements according to the following schedule.
(A) Sanitary sewers. Rates will be based on the total cost of constructing the sanitary sewer necessary to serve the development site together with any area or district-wide benefits of prior construction and shall comply with all requirements of Title V of this code of ordinances.
(B) Water mains.
(1) Rates will be based on the total cost of constructing water mains to serve the development site.
(2) In the case of residential developments, the rate will be based on the total cost of constructing a six-inch water main including hydrant and gate valves installed at normal spacing.
(C) Storm drainage.
(1) Rates will be based on the cost of constructing a storm sewer necessary to provide adequate drainage of the development site.
(2) Where a larger watershed or drainage area can be defined and when that area will benefit from the installation of a storm sewer, rates shall be determined for that defined area by the Planning Commission.
(D) Street signs. Street signs shall be installed at subdivider/developer expense.
(E) Culverts.
(1) Culverts installed under roads to be dedicated to the city shall be installed at subdivider/developer expense.
(2) The city shall install replacement culverts.
