§ 153.063 UTILITIES.
   All utilities, whether private or public, shall be installed underground so as to enhance the visual appearance of the area, unless special permission is granted by the City Council for other installation. Where utilities are to be installed in street or alley rights-of-way, the installations shall take place prior to street surfacing.
