§ 153.062 STREETS.
   (A)   Grading. Streets shall be graded to the full width of the right-of-way in accordance with street grades submitted to and approved by the Engineer. All street grading and gravel base construction shall be in accordance with city specifications depending upon zoning locality. Grading shall be complete prior to installation of applicable underground utilities, either private or public in nature. Gravel base construction shall be undertaken after completion of the installation of underground utilities.
   (B)   Surfacing. Following Engineer approval of street grading and after utility installation, streets shall be surfaced with a hard, impermeable material in accordance with the latest recommended plans and specifications prepared by the City Engineer, approved by the City Council and on file in the City Clerk-Treasurer’s office.
