(A) Establishment. The office of the City Clerk-Treasurer is continued. The city’s Clerk-Treasurer shall be appointed by and serve at the will of the Council. The compensation to be paid to the city’s Clerk-Treasurer shall be set by the Council.
(B) Duties. The city’s Clerk-Treasurer shall:
(1) Conduct elections as required by law;
(2) File and preserve all official documents of the city;
(3) Act as Secretary of the City Council;
(4) Issue city licenses upon Council approval;
(5) Maintain an official codification of ordinances;
(6) Prepare the annual budget;
(7) Maintain the financial accounts of the city;
(8) Prepare financial reports and information; and
(9) Maintain custody of city funds, investments and securities.
