The owner of property adjacent to a public sidewalk which the city has repaired shall be personally liable for the cost of each repair. The City Clerk-Treasurer shall prepare a bill and mail it to the owner, with the cost of the repair being immediately due. Any amount unpaid by September 1 will be made a special assessment against the property in accordance with M.S. Ch. 429, as it may be amended from time to time.
