(A) If any sidewalk abutting on private property is unsafe and in need of repairs, the Council shall notify, by certified mail or by personal service, the record owner of the property.
(B) (1) The notice shall order the owner to have the sidewalk or alley repaired and made safe within 30 days.
(2) The notice shall state that if the owner fails to do so, the city will do so, the owner must pay the expense and, if unpaid, it will be made a special assessment against the property concerned.
