Except as provided in M.S. Ch. 340A, as it may be amended from time to time, no person may sell, barter, keep for sale or otherwise dispose of intoxicating liquor as part of a commercial transaction within the city without first having obtained a license to do so from the city, in accordance with provisions of M.S. Ch. 340A, as it may be amended from time to time.
