Except as provided in M.S. Ch. 340A, as it may be amended from time to time, no person may sell, barter, keep for sale or otherwise dispose of 3.2% malt liquor as part of a commercial transaction within the city without first having obtained a license to do so from the city, in accordance with the provisions of M.S. Ch. 340A, as it may be amended from time to time.
