§ 113.16 RESTRICTIONS AND PROHIBITIONS.
   (A)   Sales may be held and signs displayed providing they are performed in accordance with the provisions of this subchapter.
   (B)   A person may sell or offer for sale any new, used or secondhand goods or merchandise from a dwelling or residentially zoned area where the general public is invited to purchase, trade or bargain for goods or merchandise, commonly known as rummage, garage, yard and the like sales; provided, he or she shall adhere to the following.
      (1)   Any sale shall be conducted solely within the boundaries of the property owned or occupied by the persons conducting the sale.
      (2)   No item for sale shall have been obtained for re-sale or received on consignment for sale.
      (3)   No dwelling or residentially zoned area shall be used for the sales more often than seven days per year in one calendar year.
      (4)   No sale shall be held between the hours of 9:00 p.m. and 7:00 a.m.
      (5)   No sale shall be conducted during any part of more than three consecutive days.
      (6)   No property or advertisement of property or signs shall be placed on public property including a street, boulevard or sidewalk.
      (7)   Signs must be freestanding and may not be affixed to any street signs, utility poles, hydrants, structures or placed on any street or sidewalk so as to impede the flow of traffic. All related signs shall conform to the applicable provisions and be removed at the termination of the sale.
      (8)   Once a year, an individual may have garage sales on consecutive weekends. With the exception of this one-time per-year provision allowing garage sales on consecutive weekends, all other garage sales by any given individual shall be separated by at least 30 days.
