§ 30.03 ORGANIZATION.

   At the first regular meeting in January of each year, the Council shall:

   (A)   Designate the depositories of city funds;

   (B)   Designate the official newspaper;

   (C)   Choose one of the Council members as Acting Mayor, who shall perform the duties of the Mayor during the disability or absence of the Mayor from the city or, in case of a vacancy in the office of Mayor, until a successor has been appointed and qualifies;

   (D)   Appoint officers and employees and members of boards, commissions and committees as may be necessary;

   (E)   Establish and appoint Council members to Council committees as are deemed appropriate for the efficient and orderly management of the city;

   (F)   Establish and appoint members to the following standing committees in order to advise the City Council:

      (1)   Water, Sewer and Garbage Committee;

      (2)   Streets, Sidewalks and Alleys Committee;

      (3)   Recreation and Parks Committee;

      (4)   Personnel Committee;

      (5)   Police Committee; and

      (6)   Administration Committee.

   (G)   Set salaries for elected and appointed city officials, Police and Fire Chiefs and Planning Commission members and attach the salaries to § 34.01(A) of this code of ordinances;

   (H)   Set rates and charges for city services such as, but not limited to, municipal utilities, and attach the rates and charges to § 34.01(B) of this code of ordinances;

   (I)   Review the assessment standards and policies;

   (J)   Set fees for licenses permitted under Ch. 92, 110, 111, 112 and 113 of this code of ordinances and attach fees to § 34.01(C) of this code of ordinances;

   (K)   Set fees for licenses permitted under Ch. 114 of this code of ordinances and attach such fees to § 34.01(D) of this code of ordinances;

   (L)   Set fees to permit excavating under Ch. 152 of this code of ordinances and attach the fees to § 34.01(E) of this code of ordinances;

   (M)   Set fees to process applications under Ch. 154 of this code of ordinances and attach the fees to § 34.01(F) of this code of ordinances; and

   (N)   Set fees to process plat applications under Ch. 153 of this code of ordinances and attach the fees to § 34.01(F) of this code of ordinances.
