(A) It shall be unlawful for any person to deposit, bring or leave debris in any city street including grass clippings, leaves, brush, garbage and the like for any period longer than 12 hours.
(B) The city shall notify the owner of property where the waste is deposited or left with; the waste must be removed from the city within 12 hours. The notice shall also provide that if it is not removed, the city will provide for its removal at the expense of the owner or occupant, which expense shall be a lien upon the property and may be collected as a special assessment.
