In order to provide for the orderly operation of the Community Hall in the Municipal Building, the following rules and regulations shall be and are hereby adopted:
(a) Definitions. Throughout this chapter, whenever the term “lessor” appears it means the Village, and whenever the term “lessee” is used it means any individual or organization renting either of the two meeting halls in the Municipal Building.
(b) The Mayor, or by delegation the Village Administrator, shall establish a rental fee for use of the Golf Manor Community Hall, which fee shall also include a deposit to be paid upon reserving the use of the hall to be secured for the reservation and to be used as a deposit to assure proper clean-up. At such times as the fee for the rental of the hall shall be amended, Council shall be notified of such change. The hall may be reserved for the use of residents of the Village as set forth within the rules and regulations for use of the Community Hall as established by the Village administration. If the Hall is to be rented to an organization or individual who is not a resident or resident based within the Village, or if the established fee for the rental of the Hall is to be reduced or waived, then such waiver, reduction or exception to the rental policy shall be approved by Council.

(c) The lessee shall be held responsible for all damages occasioned by it to the building, equipment, furniture or other property of the lessor. No signs or advertisement shall be posted, and driving nails, tacks, staples or screws or drilling holes, use of adhering materials or paint to any part of the premises, furniture or equipment, is strictly prohibited.
(d) The lessor shall not be responsible for damage to any persons or property therein, nor for damage caused by the bringing it, setting up or dismantling and removal of exhibits or equipment, or damage or injury caused by the negligence of the lessee.
(e) The lessor’s representatives shall have free access to all parts of the premises during the period of occupancy by the lessee.
(f) In case the premises hereby leased are damaged or destroyed by fire or other casualty, to an extent sufficient to prevent the use of the premises contemplated under this lease, then in such event this lease shall cease and be utterly void and the deposit refunded.
(g) In the event the lessee cancels this contract, any moneys paid or any other consideration given by the lessee to the lessor shall be forfeited, unless the hall is released.
(h) A lease is to be tendered in duplicate with the understanding that the original will be returned to the Village accompanied by the deposit of one hundred dollars ($100.00).
(i) All persons who lease the Community Hall shall pay a deposit to reserve their rental and a deposit for clean-up which shall be established by the Mayor, or by delegation the Village Administrator, for the rental of the Hall facilities.

(j) Kitchen facilities shall be made available, such as beer taps, gas range, tables and chairs, and all equipment and facilities made available must be in the same condition and working order when the premises are vacated. Any damages or breakage shall be the responsibility of the lessee. The record player and public address system shall not be available.
(k) No one is to be permitted to rent the large meeting hall except residents of the Village.
(l) The lessee shall comply with certain requests from the police officer on duty deemed necessary to properly maintain and conduct the activities within the hall.
(m) The lessee can be asked to terminate the activity and leave the premises after repeated requests for proper conduct by the police officer on duty.
(n) The reserved use of the Community Hall shall be made through the Village Administrator, and resident groups from the Village shall have first priority in the rental of such facilities.
(o) Express authority is hereby granted to the Village Administrator to set certain rules and regulations for the use of the Community Hall with approval of Council.
