Every taxicab or limousine operated under this chapter shall have a rate card setting forth the authorized rates of fare for the distance traveled and the waiting time displayed in a conspicuous place inside of each taxicab and limousine. Such card shall also set forth the charge for carrying packages or similar articles in addition to the fee assessed by taxicabs for each passenger of a party in excess of two in number.
