For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DIRECTOR. The Director of the City Department of Public Works or an employee of the Department of Public Works so designated by the Director.
PUBLIC STREETS. All streets, avenues, boulevards, median strips, turning circles and highways of the city, including the areas lying between the street curb and the outermost edge of the street right-of-way.
