§ 30.10 ORDER OF BUSINESS; RULES OF ORDER.
   (A)   When a regular meeting of the City Council shall be organized, the order of business shall be as follows:
      (1)   Roll call.
      (2)   Reading the proceedings of the last regular meeting, and other special meetings, if any.
      (3)   Correction of minutes, if necessary, and approval.
      (4)   Public hearings.
      (5)   Communications and petitions.
      (6)   Report of officers.
      (7)   Report of special committees.
      (8)   Unfinished business.
   (B)   If the City Council direct any matter to be the special business of a future meeting, the same shall have precedence over all other business at such meeting.
   (C)   In all proceedings of the City Council, Robert's Rules of Order shall govern, except as otherwise provided herein.
