(A) When passing a school building or the grounds thereof during school recess or while children are going to or leaving school during opening and closing hours, the operator of a vehicle shall limit his or her speed to 20 mph.
(B) The posted speed limit between the hours of 7:30 a.m. to 9:00 a.m. and 2:30 p.m. to 4:00 p.m. shall be 20 mph for the following streets:
