§ 71.16 IMPOUNDING OF VEHICLES; AUTHORIZED; FEE.
   (A)   Any vehicle parked in violation of the traffic ordinances of the city at a place where parking is prohibited or parking time is limited may be removed and impounded by the police and an impounding fee in an amount set by City Council and maintained in the city's master fee schedule shall be assessed against and collected from the owner or driver of the vehicle before the release of the vehicle, and further the owner of the vehicle shall be responsible for paying the reasonable and necessary expenses for towing as shall be established from time to time by the City Council, plus a fee in an amount set by City Council and maintained in the city's master fee schedule for a daily (24 hour period) that the vehicle is impounded.
   (B)   The payment of this impounding fee shall not excuse the owner or driver of the vehicle from the charge of violating the traffic ordinance prohibiting or limiting the parking.
