(A) No person shall park a vehicle within any alley in such a manner or under such conditions as to block the free passage of other vehicles in the alley.
(B) Notwithstanding the provisions of the above division (A), it shall be unlawful for any person to park a vehicle in any alley within the fire limits of the city, except when the vehicle is actually being used for the purpose of loading or unloading merchandise or passengers.
