The operator of a vehicle on any public street or alley shall operate the vehicle at a careful and prudent speed, not greater than is reasonable and proper, having due regard to the traffic, surface width of the roadway and to any other conditions then existing, and no operator shall drive any vehicle upon a street or alley at such speed as to endanger the life, limb or property of any person. Rates of speed in excess of the rates set forth in this chapter are prima facie evidence of a violation of this section.
