The city hereby adopts the Texas Health and Safety Code, Title 10, Chapter 821, Subchapter D, §§ 821.076 - 821.081 and as hereafter amended, as they relate specifically to the leaving of a dog outside and unattended by the use of a restraint (chain, rope, tether, leash or other device that attaches a dog to a stationary object or trolley system) that unreasonably limits the dog's movement.
