(A) For new development (subdivision, new construction, the addition of service to additional units on the same property, etc.), the city shall assess a water system and sewer system impact fee as set by City Council and maintained in the city's master fee schedule.
(B) For new development of land water system and sewer system impact fees shall be due and collected at the time an application is filed for an individual meter connection to the city's water or sewer system unless otherwise prescribed by Texas Local Gov't Code § 395.016.
(C) Nothing in this section is intended to relieve any person of any condition, restriction or requirement imposed by any other law or ordinance of the city; where any other ordinance or regulation is in conflict with this section, this section shall govern.
