No person shall drive a vehicle on any street, avenue or highway within the corporate limits at a speed greater than is reasonable and prudent under the conditions and having regard to the actual potential dangers then existing. In every event, vehicular speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or conveyance on or entering the street, avenue or highway in compliance with al the legal requirements and duty of all persons to use due care. Emergency vehicles, police and fire, are exempted from this section if responding to a call for an emergency.
