For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
EMERGENCY. An unforeseen combination of circumstances or the resulting state that calls for immediate action to protect property, to preserve public safety or to restore a traffic route affected by disaster or other calamity to include but is not limited to repairing a gas or water leak, restoring electrical utility service or to save a trapped person or animal.
EXCAVATE. To use a motor, engine, hydraulic or pneumatically powered tool, shovel or other mechanized equipment of any kind to augur, bore, dig, ditch, drill, dredge, trench or tunnel to remove or otherwise disturb soil to a depth of 12 inches or more.
