§ 35.04 COURT CLERK.
   (A)   The Office of Municipal Court Clerk is hereby created, and shall receive such compensation as may be fixed by the City Administrator and approved by City Council. The Municipal Court Clerk shall be appointed to office by a majority vote of the City Council and shall be subject to removal at any time by the Mayor with the consent of the City Council.
   (B)   It is further provided that in the event of the failure to so appoint a clerk for said Municipal Court, that the City Secretary shall act as Ex Officio Clerk of said court until such appointment and shall be authorized to appoint a deputy with the same power as the said Secretary.
   (C)   The Court Clerk of the Municipal Court shall keep minutes of the proceedings of the Municipal Court, issue all process, and generally perform all duties of the Clerk of a Court as prescribed by law for a County Clerk insofar as the same may be applicable.
   (D)   The City Council may remove the Court Clerk for incompetency, corruption, misconduct, or malfeasance in office after due notice and an opportunity for a hearing before the City Council.
