§ 53.14 FENCES REQUIRED; LOCKING GATES; WAIVER BY INSPECTOR.
   (A)   Any person who completes any well as a producer shall have the obligation to enclose the well, together with its surface facilities, by a substantial chain link fence eight feet high, with slats woven through the links to make it sight-proof and with concertina wire, barbed wire or other security wire on top, and properly built and thereafter maintained so as to ordinarily keep persons and animals out of the enclosure, with all gates to be kept locked when the permittee or his or her employees are not within the enclosure.
   (B)   The well site, drill site, tank site, tank battery site, pump station site or compressor site shall not be used for the storage pipe, equipment or materials except during the drilling or servicing of the well, tanks, pump stations or compressor stations, and all the production related sites must be kept fenced with a safety and solid screening fence not less than eight feet in height above the ground, as described in the division (A) above, and thereafter maintained in good serviceable condition. Gates must be kept securely locked when permittee or his or her employees are not within the enclosure.
