The appointment of the City Marshal, any regular police officer, or reserve law enforcement officer shall be made and entered in the minutes of the city at any regular or special meeting of the City Council and the Commission provided in this chapter shall be issued to the City Marshal, regular police officer, or reserve law enforcement officer, shall become effective after the same has been signed by the Mayor and the appointment entered in the minutes of the City Council of the city.
