It shall be unlawful for any person under the age of 17 years to discharge a BB gun in the city, except as follows:
(A) Within the confines of a totally enclosed structure, i.e. home or garage;
(B) On private property, with the permission of the owner, under adult supervision; or
(C) In a non urban area.
