Before taking any enforcement action under this chapter, an officer shall ask the apparent offender's age and reason for being in the public place. The officer shall not issue a citation or make an arrest under this chapter unless the officer reasonably believes that an offense has occurred and that, based on any responses and other circumstances, no defense in § 132.03 is present. An apparent offender is not entitled under this chapter to receive a warning before being issued a criminal citation, if the officer reasonably believes an offense has occurred. An officer issuing a citation under this chapter should, but is not required, to make a reasonable effort to notify the apparent offender's parent or guardian of the offense and to promote the minor offender getting home safely and/or being released to the minor's parent or guardian. Actual notice is not required.
