There is hereby adopted by the city for the purpose of establishing rules and regulations for the construction, alteration, removal, demolition, equipment, use and occupancy, location and maintenance of streets, alleys and pavements, including permits and penalties, that certain street standard known as the Standard Specifications for Public Works Construction - North Central Texas, written by North Central Texas Council of Governments, being particularly the 1992-1993 edition thereof and the whole thereof, save and except such portions as are hereinafter deleted, modified or amended, and any and all subsequent editions as they may be published, of which one copy has been and now is filed in the office of the City Secretary and the same is hereby adopted and incorporated as fully as if set out at length herein, and from the date on which this section shall take effect, the provisions thereof shall be controlling in the construction of all streets, alleys and pavements therein contained within the corporate limits of the city.
