§ 94.10 EMERGENCIES.
   When in the reasonable judgment of the person causing excavation or opening to be made in a street, the life of a person is threatened or damage to property is threatened, the person may proceed to make the emergency excavations as are reasonably necessary to repair utility services. Then and in that event, no prior approval or permit shall be required. Provided, however, any person making the emergency excavation shall, within 24 hours, comply with the provisions of this subchapter, which requires a permit, a bond; and other matters relating to the opening of an excavation in a street in the city.
