(A) Any person desiring to install any water meter, gas meter, light pole, power pole, telephone or telegraph pole, or any water, gas or sewer service lines along any street or alley in the city shall install the same in accordance with the standard specifications adopted by the city and on file in the office of the Director of Public Works.
(B) Written application shall be made to the Director of Public Works at least 36 hours in advance of the start of any installation or construction, and the application shall set out the location and other pertinent facts concerning the proposed installation or construction. Approval of the Director of Public Works must be obtained prior to starting the work.
