Should the person responsible for conditions giving rise to the breeding of mosquitoes fail or refuse to take measures necessary to prevent the same within three days after notice has been given him or her by the City Health Officer or his or her authorized agent, the city is hereby authorized to do so, and all necessary costs incurred by the city for this purpose shall be charged against the property owner or other person offending and against the property.
