The natural presence of mosquito larvae or pupae in standing or running water shall be sufficient evidence that mosquitoes are breeding there, and failure to prevent the breeding within three days after notice by the City Health Officer, his or her authorized agent or representative, shall be deemed a violation of this subchapter.
