All premises, both vacant and occupied, shall be kept in a clean and sanitary condition at all times. The City Garbage Department will not make collections of garbage, trash or rubbish, or tree limbs and shrubbery cuttings, where same is not prepared for collection and placed as designated by the terms of this chapter and failure to comply with this provision will be an offense, and each day’s failure to comply will constitute a separate offense.
