Heavy accumulation such as brick, broken concrete, rocks, stones, ashes, lumber, clinkers, cinders, dirt, plaster, sand, gravel, automobile frames, dead trees and other bulky, heavy material shall be disposed of at the expense of owner or person controlling same under the direction of the Director of Public Works.
