The places of wholesale accumulations such as packing houses, killing and dressing plants for fowl, wholesale fruit and vegetable houses and storage, business houses and other places where the daily accumulation of garbage, trash and rubbish is more than the ordinary quantities, are not included in the service furnished by the city, and are required to notify the Director of Public Works, who shall direct the disposal of the accumulation in a satisfactory manner.
