§ 90.033 DRAINING REFUSE; WRAPPING GARBAGE.
   (A)   All garbage, trash or rubbish that is mixed with water or liquid shall be drained before being put in the container.
   (B)   All garbage, which has been drained, shall be well wrapped in paper or other combustible material before being deposited in the container.
