(A) In residential areas, containers shall be placed inside the property line at the edge of the alley where there is no alley fence; where there is an alley fence the containers must be placed against the outside of the fence. Where there is no alley, the containers must be placed in front of the property between the sidewalk and curb at a place most accessible to the collectors.
(B) Under no conditions will city vehicles or employees be allowed to enter private property for the purpose of picking up garbage.
