§ 31.03  DEPARTMENT OF AIRPORT, PARKS AND BUILDINGS.
   (A)   A Department of Airport, Parks and Buildings is hereby established.
   (B)   All matters relating to the airport, parks and city buildings are under the jurisdiction of this Department.
