(A) A use not specifically designated as a permitted or conditional use anywhere in the city is considered prohibited.
(B) In those cases, the City Commission, the Planning Commission or a property owner may request a study by the city to determine if the use is acceptable and if so what zoning district would be most appropriate for the use and what conditions and standards, if any, should be attached to the development of the use. If found acceptable, an amendment to this chapter may be initiated by the City Commission or Planning Commission.
