(A) Within one year of the effective date of this chapter, all existing mining, extraction and/or excavation operations that have not been permitted under this chapter shall be required to register with the office of the City Zoning Administrator.
(B) Information required for registration shall include, but not be limited to:
(1) Name, address and signature of property owner;
(2) Name, address and signature of operator;
(3) Accurate legal description or map of the existing operation, including boundary lines and mining, extraction and/or excavation depths;
(4) Any processing, recycling, temporary asphalt or concrete plants on-site with location identified;
(5) Blasting proposed, if applicable;
(6) Existing wells;
(7) Existing structures; and
(8) Reclamation narrative.
(C) Any type of expansion or change in the operation as supplied by the owner in division (B) above shall require the operation to come into full compliance with all the rules and regulations of this chapter.
(D) All existing non-permitted mining, extraction and/or excavation operations which registered under divisions (A) and (B) above, and any other existing operations shall be required to apply for a conditional use permit within one year of the effective date of this chapter.
