This chapter applies to all land within the corporate limits of the city. It is not intended by this chapter to repeal, amend or in any way impair or interfere with existing provisions of other laws or ordinances except those specifically repealed by or in conflict with this chapter or with private restrictions placed upon property by deed, covenant or other private agreement or with restrictive covenants governing the land. Where this chapter imposes a greater restriction upon the land than is imposed or required by the existing provisions of law, ordinance, contract or deed, the provisions of this chapter shall control. In the event of conflicting provisions in the text of this chapter, or any other city ordinance, the most restrictive shall apply.
