(A) Residential, non-residential, and other structures shall ordinarily be elevated on fill so that the basement, or first floor if there is no basement, is one foot above the regulatory flood protection elevation.
(B) For areas within 1,000 feet of a public water, the lowest floor of a structure, not including boathouse, piers, and docks, must be three feet above the highest-known water level. In the case where the high water level is unknown, the elevation of the line of permanent shoreland vegetation should be used as the high water elevation.
(C) Compensating flood water storage area shall be provided for any obstruction which decreases flood storage. This compensating volume shall be equal to or greater than the total volume of the obstruction.
(D) A plan review by the city is required for any project that is within the 100-year floodplain, upland flood storage area, or changes the timing, storage, or carrying capacity of any tributaries in the 100-year floodplain.
(E) All areas that provide storage, conveyance, or regional storm water treatment and attenuation that are located on private property will be covered by a drainage and utility easement or outlot dedicated to the city upon development or redevelopment.
