(A) A storm water management plan shall be required, and all construction site erosion and sediment control provisions shall apply to all land disturbing activities associated with construction activity, as defined in this subchapter.
(B) Every applicant for a city building or zoning permit that involves the disturbance of land, subdivision approval, or other permit to allow land disturbing activities must submit a storm water management plan (also referred to as a storm water pollution prevention plan - SWPPP) to the city. No land shall be disturbed nor shall any building permit, subdivision approval, or permit to allow land disturbing activities be issued until approval of this plan.
(C) All plans shall be consistent with National Pollution Discharge Elimination Permit (NPDES) requirements and the filing or approval requirements of the Pope County Soil and Water Conservation District or other regulatory bodies. All storm water mitigation and management technologies shall be consistent with the most recent version of the Minnesota Pollution Control Agency (MPCA) general storm water permit for construction activity and the Minnesota Storm Water Manual. This Manual is a compilation of design, performance, and review criteria approved by the city for storm water management practices.
