§ 53.008  ADMINISTRATION BY THE CITY OF GLENWOOD.
   (A)   The Public Works Department shall regulate SSTS and septage disposal in the City of Glenwood pursuant to this chapter. At appropriate times, the city shall review, revise, and update this chapter as necessary. The city shall employ or retain under contract qualified and appropriately licensed professionals to administer and operate the SSTS program.
   (B)   The Department shall have the following duties and responsibilities:
      (1)   To review all applications for SSTS;
      (2)   To review all proposals for the land application of septage;
      (3)   To issue all permits required by this chapter;
      (4)   To inspect work in progress and to perform the necessary tests to determine its conformance with this chapter;
      (5)   To investigate complaints regarding SSTS and septage disposal;
      (6)   To perform compliance inspections or make a determination that compliance inspection should be performed by others;
      (7)   To issue certificates of compliance or notices of non-compliance where appropriate;
      (8)   To issue cease and desist and notices of violation pursuant to this chapter;
      (9)   To take complaints to the City Attorney for violations of this chapter;
      (10)   To maintain proper records for SSTS and septage disposal including site evaluation records and design records, including calculations and summaries for all system component sizings and as-builts.
      (11)   To submit annual reports to the MPCA to demonstrate enforcement of this chapter per Minnesota Rules, Chapters 7080-7082.
   (C)   Neither the issuance of permits, certificates of compliance, nor notices of non-compliance shall be construed to represent a guarantee or warranty of the system's operation or effectiveness. Such certificates signify that the system in question is or has been designed and installed in compliance or non-compliance with the provisions of these standards and regulations.
   (D)   Administrative procedures not specified herein shall follow the City of Glenwood Land Use Ordinance and/or City of Glenwood Charter.
